On public toilets, why is there a space in the front of the seat?

You know, in your own bathrooms at home, the toilet seat is a complete "O." But in public restrooms (in America), there is a chunk taken out of the design making it more of a "U" shape. What is the purpose of this?
I would bet that it's because a lot of ignorant jerks won't bother to lift the seat in a public bathroom and it might help save the seat from getting splattered, as it's in the direct "line of fire". Why would people do that? There you are,
