Anyone have the Baby Trend infant car seat w/Flex-Loc and have a problem with the LATCH being too lose?

I have the Baby Tend Travel system in the Sun Dance pattern. It has the Flex-Loc LATCH system but I'm having trouble tightening up it in the van. I have the LATCH system in my van and I've tried several times to tighten it as tight has I can but it still
Well I have the Eddie Bauer car seat and I thought I install it correctly but it kept moving as well I took it to the CHP office they were really helpful show me step by step how to install it it was much easier looking at someone do it rather than reading
